AMD is Nonpoint Source Pollution (NPS)

AMD is classified as nonpoint source pollution (NPS) meaning that it does not emerge from a distinct, well defined source such as coming from a pipe.  It's origins are diffuse and not well defined.

This classification is particularly significant from a legal and funding stand-point.  NPS pollution is covered by Section 319 of the Federal Clean Water Act.  A significant federal and state bureaucracies have been built up around NPS and Section 319.  It's common to refer to programs or funding simply by using "319" as the qualifier.

Watershed associations should definitely become familiar with 319 programs and funding streams as an ally to fight AMD.
